Moreover, many senior civil servants formed the nucleus of the first democratic governments (those chaired by the centre–right presidents Adolfo Suárez and Leopoldo Calvo-Sotelo) and thus the party supporting the government, the UCD, did not have to confront serious impediments to democratization within the higher bureaucracy.

Also regional administration is understaffed, especially in the underdeveloped parts of Greece. This enables some ad hoc interdepartmental mobility among middle and lower civil servants. While more than one government has threatened to implement laws providing for compulsory transfers of personnel from one area of the state structure to another, in practice, mainly voluntary transfers have sporadically taken place. 16 There is no mobility among members of the numerous corps either. Yet the recognition that intensive fragmentation and immobility reduce the efficiency of the civil service and increase bureaucratic rigidity has led to proposals for a number of interdepartmental corps.
