Geography is well placed to deliver much of the required content, covering knowledge, understanding and skills. The study of Citizenship embraces the development of social and moral rights and responsibilities, legal and democratic institutions and processes, issues of diversity, economic development and environmental issues, and participation in community activity. Geography GCSE gives considerable opportunity to develop these themes. For example, there can be the consideration of the different roles and opinions of interest groups in conflict resolution such as the siting of a new quarry or a bypass; the roles and responsibilities that people have in relief efforts to deal with the consequences of natural disasters can be studied; thought can be given to the quality of life in inner cities, shantytowns and between LEDCs and MEDCs.

With the introduction of the GCSE, the O-level and CSE examination boards merged to form six examining groups, namely the Southern Examining Group (SEG), the Midland Examining Group (NEG), the Northern Examination and Assessment Board (NEAB), the London and East Anglia Examining Group (LEAG), the Welsh Joint Education Committee (WJEC) and the Northern Ireland Secondary Examination and Assessment Council (NISEAC). Schools were given the right to choose any of the examinations offered by these boards.

The 1995 order was seen as successful in terms of getting rid of the contentloaded Statements of Attainment, restructuring the PoS and introducing the new level descriptions. With support materials departments refined their assessment processes as geography teams became more confident in the awarding of levels. Classroom experience tended to revolve around key textbooks purchased after the 1991 order was introduced and in some departments there has been minimal change to the curriculum content as a result of the 1995 order.
